Overhaul of interpolation and ocean modules

To do:

  • Make sure docstring are updated and accurate
  • Reorder function and class definitions in interpolation module to make clearer separation between external/user-facing utilities and internal helper utilities intended for developers
  • Complete implementation of temporal averaging in Ocean class
