Added option to resume processing in case processing stopped earlier. Need to set overwrite to True and the output to the same .csv name

changed the way run model works, created new merge detection function and added option to save to raven format

added options to create db to allow creation of time shifted selections. The arguments that control this are called annotation_step and step_min_overlap

added merge detection option to the output of the run model command, updated read-me and added read-me for the model we have available. Updated the csv detection output to match the relevant columns to feed as input to the neural network for model adaptation or training
